Calculates and returns a region from the polygon which describes the outside of this label

Remarks
In their unrotated states, labels have polygonal outlines which are simple rectangles.
This "text extent" is used to calculate overlaps and to draw filled backgrounds and shadows.
When a label is rotated off of the horizontal, backgrounds and shadows must also be rotated and
overlap calculations must be done on a region.
