Sets or resets the automatic orientation flag

TRUE to use automatic orientation (default)
Remarks
If the automatic orientation flag is FALSE, scales based on SRGDecimalScale will use
the explicit orientation and location point rather than
calculating orientations that are at 90 degrees to the scale line.
